BSP-NL Regional Director Atty. Noel Neil Malimban hosts discussions.

The Cordillera Association of Regional Executives (CARE) conducted a timely and insightful briefing on “Fraud-Proof Your Finances: Insights on AFASA and Scam Prevention” on 22 October 2025 at the Bangko Sentral ng Pilipinas – Northern Luzon Regional Office (BSP-NL) in Baguio City.

The activity brought together CARE Regional Directors, Heads of Offices, and staff to strengthen awareness and institutional safeguards against financial fraud and scams.

With financial scams becoming more complex and widespread, the forum equipped government executives and personnel with the knowledge and strategies to recognize, prevent, and combat fraudulent activities.

The discussions centered on the newly enacted Anti-Financial Account Scamming Act (AFASA) or Republic Act No. 12010, which seeks to curb the growing threat of online and financial account fraud.

BSP-NL Regional Director Atty. Noel Neil Malimban, a member of the CARE Legal Committee, welcomed the participants and underscored the importance of vigilance, inter-agency collaboration, and continuous learning in safeguarding the public and institutions from fraud.

RD Atty. Regina Cajucom De-Guzman of the Securities and Exchange Commission – Baguio Extension Office (SEC-Baguio) provided an in-depth discussion on the various forms of fraud and scams and how to identify red flags.

The Bangko Sentral ng Pilipinas Consumer Account Protection Office Director Atty. Alain Bert Regis also presented the key provisions and enforcement mechanisms of the Anti-Financial Account Scamming Act (RA No. 12010), emphasizing collective efforts in ensuring financial security and consumer protection.

CARE President /DPWH Director Atty. Khadaffy Tanggol closed the activity with commendations to the participants for their engagement and reaffirming CARE’s continuing commitment to integrity, accountability, and financial literacy within the public sector.

This adds to CARE’s growing list of accomplishments, including its recent initiative to organize and facilitate the Career Service Executive Board (CESB) written examination exclusively for the Cordillera region. Prior to the examination, CARE conducted coaching and mentoring sessions to guide and prepare the examinees — a proactive effort that contributed to an impressive passing rate of 61% (46 out of 75 passers).

Through these initiatives, CARE continues to champion excellence, good governance, and professional development among government executives in the Cordillera Administrative Region.
