CSC CAR honors BWD GM Royeca with Gawad Lingkod Pagasa Award

Civil Service Commission Cordillera Administrative Region (CSC-CAR) in the Cordillera Administrative Region (CAR) awarded Engr. Salvador M. Royeca, General Manager of the Baguio Water District (BWD) as one of the regional awardees of the Gawad Lingkod Pagasa 2025 at the Hotel Supreme Convention Plaza on 29 September 2025.
The award recognizes outstanding public service and lasting contributions to watershed protection and sustainable water resource management. GM Royeca was nominated by BWD Assistant Manager for Non-Technical Operations Atty. Ma. Luisa C. Tenedero for the Individual Category.
The “Gawad Lingkod Bayani: Parangal sa mga Katangi-tanging Lingkod Bayani ng Kordilyera” awarding ceremonies was held at the Hotel Supreme Convention Plaza on September 29, 2025.
For more than a decade, GM Royeca led BWD in safeguarding Baguio’s major watersheds—Busol, Camp 8, Buyog, and Sto. Tomas Forest Reservation. These are key sources of groundwater and spring water for the city. Under his leadership, BWD boosted its watershed protection programs and forged strong partnerships with various groups. These collaborations forged by Memoranda of Agreement (MOA) paved the way for the rehabilitation of denuded areas, which continue to thrive with Pine, Calliandra, Alnos, and other native trees.
His leadership also extends to corporate social responsibility initiatives, which provide assistance to different sectors while promoting public awareness on the importance of protecting natural resources that support water production.
The hard work of BWD has earned both local and international recognition under his leadership. Some of these include the Huwarang Lingkod Tubig Award (March 2023), Climate Smart Water Utility Award, Entrant Category – Kigali, Rwanda (December 2023); Climate Smart Water Utility Achiever Award – Toronto, Canada (August 2024), DENR-CAR Gawad Gabay Kalikasan Award (October 2024), International Organization for Standardization ISO Recertification (March 2024), among others.
This award is CSC’s highest honors for government employees whose contributions benefit not only their own agency but also the public they serve. There were 202 regional winners in the Gawad Lingkod Pagasa Awards 2025.
