The Benguet Electric Cooperative (BENECO) has raised its Emergency Restoration Plan (ERP) to Red Alert Status (Charlie Protocol) effective 7 PM, September 21, 2025, in response to the growing threat posed by Super Typhoon Nando and the expected impact of the southwest monsoon intensified by tropical cyclones Mirasol and Nando.
The alert level was raised from blue to red– following Cordillera RDRRMC Memorandum No. 137, s. 2025, and advisories from PAGASA, which reported that Nando has reached super typhoon status as of 5:00 PM yesterday.
As part of the Red Alert protocol, all BENECO departments and personnel have been instructed to mobilize manpower, prepare logistics, and remain on standby for emergency response.
The cooperative major activities include damage assessment, dispatch of emergency restoration teams to priority areas, and close coordination with local government units and disaster response agencies.
Fraiser Angayen, Network Services Department (NSD) manager emphasized BENECO’s primary responsibility during calamities: to secure all distribution assets to prevent further damage and ensure public safety. The cooperative is also ready to assist local authorities in rescue and recovery efforts if needed.
Among the key response activities are:
