DOLE Launches TUPAD Tuloy Pasada Program in Baguio City

Baguio City — The Department of Labor and Employment (DOLE) officially rolled out the TUPAD Tuloy Pasada Program on Monday, June 8, 2026, to provide relief to public utility drivers affected by the ongoing energy crisis.

According to DOLE-CAR Regional Director Imelda Romanillos, the program’s first batch of beneficiaries includes 153 jeepney drivers in the city. A second batch of around 800 beneficiaries, including dispatchers, is also set to follow.
Romanillos explained that each beneficiary will receive ₱505.00 in daily wages, along with personal protective equipment (PPE) and accident insurance coverage under GSIS. For 15 days of work, participants will earn a total of ₱8,072.00, with wages disbursed weekly by DOLE.
The program is being implemented in partnership with the DOTr-LTFRB, the City Government of Baguio, the Liga ng mga Barangay, and the United Cordillera Transport Federation Inc. It is also expected to expand to cover PUV drivers in La Trinidad, Benguet.
The TUPAD Tuloy Pasada Program is a special initiative of DOLE, carried out under the directive of President Ferdinand R. Marcos Jr., aimed at easing the burden of the transport sector amid rising fuel costs and the global energy crisis.
