La Union Empowers Frontliners with Sign Language and Disability Sensitivity Training
Sign Language is taught to frontliners of La Union.

In a landmark initiative for inclusive governance, the Provincial Government of La Union (PGLU), in collaboration with the La Union Association of the Deaf (LUAD), successfully conducted a three-day Disability Sensitivity and Sign Language Training for frontline service providers from August 25 to 27, 2025.
Common signs are demonstrated by members of the La Union Association of the Deaf (LAUD).
Held at the PSWDO Conference Room in the City of San Fernando, the training welcomed Municipal Social Welfare and Development Officers (MSWDOs), Persons with Disability Affairs Officers (PDAOs), and designated PDAO Focal Persons from various Local Government Units (LGUs) across the province. Participants were introduced to the fundamentals of English Sign Language and engaged in interactive sessions designed to deepen their understanding of the deaf community’s needs.
Governor Mario Eduardo C. Ortega, through a message delivered by Executive Assistant V Mr. Denver Badua, urged attendees to champion disability-inclusive practices in local governance. “Equity, justice, and respect for human rights must be at the heart of our public service,” he emphasized. PSWDO Head Ranilo P. Ipac echoed this call, challenging participants to become active advocates for Persons with Disability.
The training marks a significant step in La Union’s commitment to accessible and inclusive public service. By equipping government employees with the tools to communicate effectively with the deaf community, the province reinforces its dedication to building a society where no one is left behind.
As La Union continues to lead with compassion and innovation, this initiative sets a powerful example for other regions aiming to create more inclusive and responsive local governance.
