DPWH Sec. Vince Dizon issues show cause order to 6 BCDEO employees

A show cause order was issued 26 September 2025 by Department of Public Works and Highways (DPWH) Secretary Vivencio B. Dizon to six employees of the Baguio City District Engineering Office (BCDEO) including District Engineer Rene F. Zarate.
This was based on a complaint alleging the participation in the rigging/fixing/manipulation of the bidding process for infrastructure projects in exchange for one to three percent of the total project contract or project cost. The complaint added that the manipulation of the bidding process was allegedly done in favor of contractors or companies used as dummied by the spouses and family members of certain employees of the DEO. This complaint also alleged that Goldrich Construction and Trading was consistently favored “enabling it to secure 67 percent of the total appropriation of the projects” allotted to the BCDEO from 2022 to 2025 excluding those awarded to Tango-Romeo General Construction allegedly a dummy or co-owned company of the latter.
Included with the District Engineer in the show cause order were: Cesario L. Rillera, Chief, planning and design section; Nora R. delos Santos, Chief, Maintenance Section; Jessie B. Ramos, Engineer II, Planning and Design Section; Frances Vincent M. Saloria, Engineer II, Planning and Design Section; and Frigilda Legaspi, Administrative Office II.
The memorandum issued by Sec. Dizon stated that failure to respond within five days of receipt of the order shall be construed as a waiver of their right to explain, and that the office of the Secretary shall receive the matter based on the available records and evidence.
