DPWH BCDEO head facing admin raps, RD issued show cause order

Two ranking officials of the Department of Public Works and Highways in Baguio City are in hot water.
In a press conference in Manila on 24 September, DPWH Sec. Vivencio Dizon announced the names of 10 DPWH officials issued show cause orders for their supposed lavish lifestyles, involvement in substandard projects, and non-cooperation in investigation.
Two days prior to the press conference, a document separately obtained by the Cordillera News Agency (CNA) showed that Baguio City District Engineering Office Head Engr. Rene Zarate was charged administratively on 22 September.
DPWH-CAR Regional Director Khadaffy Tanggol was issued a show cause order for his alleged refusal to cooperate in investigations by the Independent Commission for Infrastructure (ICI).
DPWH CAR RD Khadaffy Tanggol is lifestyle checked and ordered to show cause.
The officials were given five days from receipt of the order to submit their answer.
The charge sheet signed by the Secretary showed Zarate refused to cooperate with the ICI.
Dizon said this is prima facie evidence for gross neglect of duty, conduct prejudicial to the best interest of the service, gross insubordination, and violation of reasonable office rules and regulations based on the Revised Rules on Administrative Cases in the Civil Service.
Zarate is preventively suspended for 30 days. He was also directed to submit his answer in three days.
The CNA tried to get the comment from Tanggol and Zarate or their lawyers but they declined preferring to submit their answer to the Office of the Secretary.
